Brighton & Hove City Council are currently undertaking a consultation on their draft Biodiversity and Nature Conservation Supplementary Planning Document (SPD).
The Council states that this SPD is intended for use by planning applicants, council officers and local people concerned with the conservation of biodiversity in development. It will set out the process for ensuring development protects, conserves and enhances biodiversity, including providing gains for biodiversity.
It is important to remember that supplementary planning documents (SPDs) build upon and provide more detailed advice or guidance on policies in an adopted local plan. As they do not form part of the development plan, they cannot introduce new planning policies into the development plan. They are however a material consideration in decision-making. They should also not add unnecessarily to the financial burdens on development.
